Following interviews with Mon leaders and elders in Yangon, the State Advisory Council planned a trip to Mawlamyine. In response, a coalition of Mon organizations in Mawlamyine convened a meeting to coordinate and announce their stance in a timely manner.
This coordination meeting was held on July 16, 1960, at the Mon People’s Front headquarters in Mawlamyine.
Representatives from various Mon organizations attended the meeting, including the Mon National Association, the Clean Mon Group, the All-Region Ramanya Mon Organization, the Stable AFPFL, and the Mon People’s Front Party.

The delegation of the State Advisory Council, tasked with investigating the Mon State issue and led by U Tin, U Chit Thaung, and U Own Pe, arrived in Mawlamyine on July 20, 1960.
The Advisory Council held individual interviews with leaders from various Mon parties and key figures.
During an interview with Nai Aung Tun, leader of the Mon Army, he stated that a Mon State should not be formed through a referendum; that the Mon people had already expressed their desire for a state modeled after the “Ten-Year Ten-Rain” (a reference to an existing state arrangement); that 58 Mon villages currently within Karen State should be included in the designated Mon State territory; that the Mon’s earlier lack of protest during the formation of Karen State was due to their engagement in armed resistance at the time; and that they surrendered their arms based on Chief Minister U Nu’s assurance that a Mon State would be granted.
