On April 5, 1960, the first AFPFL government pledged to establish Mon and Arakan States. About four months later, on August 22, Prime Minister U Nu presented the government’s seven-point stance on statehood to the parliament.
U Nu stated that the government’s position was intended to clarify any misunderstandings regarding the creation of Mon and Arakan States. He expressed his belief that both supporters and opponents of Mon and Arakan statehood would accept the government’s seven-point stance.

On August 29, 1960, during a session of the Pyithu Hluttaw (People’s Assembly), Kyaik Khami MP Nai Aung Tun discussed and criticized the Prime Minister’s statement.

On December 9, 1960, during another session of the Pyithu Hluttaw, Mudon MP U Phoe Sein raised questions regarding the granting of statehood to Mon and Arakan.
