On May 13, 1961, during a session of the People’s Parliament, Prime Minister U Nu introduced a new proposal regarding the granting of statehood.
The proposal contained five main points and essentially aimed to implement Mon State formation through a three-phase approach, without resorting to a plebiscite system.
The first phase involved the appointment of a Minister for Mon Affairs.
The second phase was to establish a Preparatory Committee for Mon State.
The third and final phase outlined the actual formation of Mon State.
It was reported that the Mon People’s Front and the Committee for the Emergence of Mon State temporarily accepted the Prime Minister’s appointment of a Minister for Mon Affairs.
